Websites for plan managers, with the panel date in view

From 1 October 2027 only providers on an NDIA panel may deliver plan management. The next eleven months decide how much to spend on growth.

The countdown

Plan management is a mature, price-limited service for 562,153 participants, and it has an end date in its current form. From 1 October 2027 only a provider on an NDIA panel may deliver it. The Department of Health page describes a six month transition after that date, and we have not seen the panel terms. The site you build now needs to earn trust and enquiries for eleven months, and then it needs to help you apply.

A speed and trust tool

Participants and coordinators compare plan managers on how fast invoices are paid, how easy the portal is and who answers the phone. The site carries those facts as plainly as it can: the days to pay, how invoices come in, what the participant sees and who the team are. A short form takes a name, a phone or an email, and a comment. Registration groups and a register link sit near the top.

The 90 day claim window from 1 December 2026 puts a hard limit on invoice handling, so processing speed becomes a selling point. A line that says how you meet it is worth a paragraph.

Be careful with acquisition spend

There is a real question about how much to invest in finding new participants for a business that will be restructured. We do not claim to know the panel terms. What we can say is that the site for a plan manager is cheap to keep right and expensive to over-build. We recommend a single clear site, a coordinator referral page and a measured Google Ads test, kept small until panel terms are published.

A panel application asset

A panel application will probably ask for the same facts a good site already shows: your registration, your team, your systems, your complaints route and your conflict policy. We cannot know the exact questions. Writing those facts down once, publicly, is useful either way, and the site becomes the first draft.

What we leave out

We do not write about gifts for switching, extra fees or bundled coordination. The conflict guidance covers all three, and a page that hints at them will be read by a regulator before it is read by a participant.

The related page on support coordinators covers the second service with a fixed end date, from 1 July 2028.

A remote service, so the state is the market

National

Participants pick a plan manager on trust and speed, not distance. The site is written for a state or the nation, and suburb pages would be filler.

  • State-level pages only where you hold something real for that state, such as a team or a local arrangement
  • Ads, if used at all, set to the states you actively serve
  • A coordinator referral route, because coordinators often recommend the plan manager
  • Nothing on the site that implies a place of business you do not have

Panel, claims and conflicts

Department of Health, NDIA and the NDIS Commission

Plan managers must be registered. From 1 October 2027 only providers on an NDIA panel may deliver plan management, with a six month transition. Claims must be made within 90 days from 1 December 2026. The NDIA names a plan manager paying itself for other supports it delivered as a conflict of interest. The Commission's guidance treats extra fees from participants and inducements to switch as sharp practice.

No page offers a gift or a bonus to switch, and none pitches bundling with other services you run. Fees are stated as the NDIA sets them. The panel is mentioned only as a fact, not as a promise that you will be on it.

Your questions

Do plan managers have to be registered?
Yes. Plan management is on the Commission's list of supports that need a registered provider.
What is happening to plan management?
From 1 October 2027 the NDIA sets up a panel and only providers on it may deliver plan management, with an initial six month transition. The Department of Health page gives the dates. We have not seen published panel terms.
How much plan management funding is there?
The Capacity Building Choice and Control category paid $0.65bn in 2025-26, and the monthly fee item alone was $0.64bn.
How many participants are plan-managed?
537,723 of 782,013, or 69%, at 30 June 2026.
How long will claims have?
90 days from service delivery from 1 December 2026, down from two years.
Can a plan manager also deliver other supports?
A plan manager paying itself for other supports it delivered is an NDIA-named conflict of interest. It must be declared and managed, and the participant must keep an alternative.
Can a plan manager charge participants extra?
Asking for or accepting additional fees for providing the service is sharp practice under the Commission's guidance.
Should we spend heavily on advertising before the panel?
That is a judgement for the business, and we do not have a source for how the panel will choose. We suggest a fast, trusted site and referral partners first, and a small, measured Ads test only if the numbers justify it.
